The dress features a blouse type bodice with long flowy sleeves that can be worn on or off the shoulders (elastic shoulder and chest line allows for dress to be worn on or off the shoulders). Dress is non-sheer and has a liner from the waist down.  The 2.75 inch smocked waistband is very stretchy and accommodating of varying waist sizes.
